Per use = ratio × hits at the level skill points reach (the game's ratio is ×100: 4300 = 43% of Attack). Per second = per use ÷ cooldown in seconds. Flat per point = (flat damage at that level − at level 1) × hits ÷ the points those levels cost (SkillAcquireData).
Assumptions: Attack share only: the flat part, crits, buffs, debuffs and cast times are left out, and so is what a skill does besides damage. Skills without a cooldown are compared per use.
