There is no formula and no stat weights. 7 fields turn up, and each one is a number to compare a character against, not a way to work the number out:

The client’s structure dump also lists a packet that the game server sends to the client with a character’s Combat Power, which fits the number being calculated on the server.
For scale, the Abyss entrance limit is Item Level 4,300 and Combat Power 400,000; the Sprout Badge ends above Item Level 5,000 or Combat Power 600,000. The two numbers are not one scale, and the files do not say how either is built from gear.

Nightmare bosses “suggest” an Item Level from 1,000 to 4,950 across 260 rows. We do not convert gear into Item Level or Combat Power: that needs a formula the files do not contain.
