At level 10: Deals 2 × 2,081 (+211.2% Attack) damage to a target afflicted with Stun within 4m and inflicts Knockdown for 3s.
Description
Deals 2 × 2,081 (+211.2% Attack) damage to a target afflicted with Stun within 4m and inflicts Knockdown for 3s. Has a 7% chance to trigger on attacking a target with Incapacitated Immunity, changing the skill motion. 10 Stagger Gauge Damage
Damage and healing read like the game's tooltip before it adds your stats: the flat amount from the skill tables and the share of your Attack on top (“51 (+43% Attack)”).

Multi-hit: the effect lists its hits per use (EffectValueList[4]) and the text's placeholder is a sum (SkillUIMinDmgSum), so the tooltip's number is hits × each hit.
PvP set: the same table row carries a second set of numbers, lower for most skills. The files do not name it; patch notes tune a skill's PvE and PvP damage separately, so we read it as the values used against players.
What a point buys
Our calculation from the skill tables: the flat part a level adds, divided by the points that level costs (SkillAcquireData).
From level 1 to 10, Wave Blow's flat damage goes from 1,076 to 4,162 per use (+3,086) for 21 skill points: 147 damage per point. The share of Attack stays at 211.2% at every level, so levels add only the flat part.
One more level past 10 (a Daevanion node or a gear effect) adds 184 flat damage per use.
Formula: (flat at level 10 − flat at level 1) × 2 hits ÷ points for levels 2–10. A min–max range counts at its midpoint; critical hits, defense and damage boosts are left out.

Gear: soul-binding skill effects
Guard, Greatsword, Longsword, Dagger, Bow, Spellbook… (1,313 items): soul binding draws up to 3 skill effects, each landing with 20%; a landed effect picks Wave Blow 833 times in 10,000 and adds +1 level.
Chance one item gets it: 4.92% — 1 − (1 − 20% × 8.33%)3, our calculation, assuming the draws are independent.
